Not gonna lie, before I used the ELF sheer eye primer, I did not think it was going to be anything special. It's a dollar, so I was just thinking that I'd get what I paid for. However, it has great reviews, I needed an eye primer, and yeah, it was cheap.
I am pretty sure this is one of the best dollars I've ever spent.
My eyeshadows go on so intensely, and the color lasts all day. I have super oily lids, mind you.
The texture is very slippy and silicone-y, but it sets to a somewhat tacky base that's like eyeshadow glue. It dries clear, so there's no odd cakey base under the eye shadow.
Like I said, it's clear so on its own you're not going to notice a difference (like the Trish McEvoy that conceals lid discoloration), but I'm putting this under shadow anyway, so that doesn't matter to me.
Only downfall is that you need to be somewhat careful with the packaging. Sometimes the doe-foot applicator squishes product out of the tube when you close it, wasting a bit of product. But it's a dollar, so...
